Every Voice Counts – Sudan

Every Voice Counts (EVC) is a programme from CARE Nederland and the Dutch Ministry of Foreign Affairs, for which The Hague Academy provides courses and training. Based on the principle that inclusive governance leads to peace and stability, CARE and its partners actively promote effective and inclusive decision-making processes in the world’s most fragile states. EVC was active in Afghanistan, Burundi, Pakistan, Rwanda, Somalia and Sudan. The project ran from 2016 to 2020.

The Hague Academy for Local Governance built the capacity of Local Authorities (LAs) and Civil Society Organisations (CSOs) on inclusive governance. 

Main goal

The main goal of the EVC programme in Sudan was that by 2020, excluded youth and women from pastoral and agricultural communities in two localities in South Darfur and two localities in East Darfur participate and influence public decision-making processes resulting in public policies and planning that better respond to their needs for recovery and development.

Objectives

  • Build the capacities of a team of national EVC trainers to become effective THA trainers;
  • Strengthen the capacities of the team of national EVC trainers and programme beneficiaries (CSOs and local authorities) on the topics of decentralisation, inclusive governance, gender, citizen participation, social accountability and change management; and
  • Support the CSOs and local authorities to develop and implement action plans at the organisational level.
